ich habe meinen Server komplett neu aufgesetzt. Der alte war defekt.
Es läuft jetzt alles ohne XAMPP. Doch irgend wie sind die Fail2ban Filter ohne Wirkung.

Nachtrag: Fehler gefunden Fail2ban schreibt die Dateinamen ja um und legt sie neu an
Nur aus einer Sache werde ich nicht schlau.
